Vision & Mission Statement

Vision:

Nearly all the localities of the Town Municipal Corporation are inhabited by low-paid income group of the society. Decades ago the inhabitants encroached upon the Government's land which, however, was regularized by the concerned agencies. From the very inception such localities stood deprived of basic civic amenities and despite best efforts of the Government no visible change in the living standard of the inhabitants could be brought. Apart from this the rapid population growth placed the Government's efforts, aiming at uplifting the social conditions of the residents, did not yield the desired results.

The residents of the localities are encountered with acute shortage of drinking water, gas supply, over-flowing of sewerage lines, below standard sanitation arrangements, accumulation of garbage dumps on roads/streets, dilapidated roads/streets infrastructure, non-availability of parks, play grounds and non-maintenance of buildings provided by the Local Government for amenity and educational purposes.

Notwithstanding the financial constraints and with a view to bring radical change in the living standard of the people, the Town Administration is in constant touch with the utility suppliers for servicing/repairing and replacing the existing outdated distribution networks. With the active assistance of the KMC officials the Karachi Water and Sewerage Boards are being persuaded to eliminate water scarcity and removal of garbage dumps from the main roads and streets. Sanitation staff of the Town Municipal Corporation have been issued strict instructions to discharge their duties more efficiently. Besides the B&R department has been instructed to carry out survey of the localities for providing street lights wherever necessary. Also development plans are at the preparation stage for roads and street infrastructure.

It is hoped that if financial support is extended by the Government, the Town Administration shall be in a position to execute its development plans which, to a good extent, shall redress the public grievances


Mission:

13, the legislatures incorporated various civic bodies i.e. the Metropolitan Corporations, District Councils, Town Municipal Corporation, Union Councils and Union Committees aiming at devolving administrative and financial autonomy at gross root level in terms of Article 140-A of the 1973 Constitution Since all such constituted civic bodies have to operate independently within their allotted spheres, therefore, the legislatures precisely defined their respective functions which clearly reflects the aims and objectives of each organ.

Such defined functions have been categorized as "Compulsory" and "Optional". The compulsory functions of the Town Municipal Corporations includes 

- Promotion of Public Health

- Responsibility for Sanitation and removal, collection and disposal of refuse.

- Provisions of whole-some water  and regulate private source of water supply.

- Provision of adequate system of public drains and maintenance thereof.

- Provide and maintain slaughter houses.

- Provision of public streets  (proper lighting thereof included) and other means of public communication.

- Protection against stray animals and regulation of establishment of brick kilns, potteries and other kilns within the residential areas.

WHEREAS the TMC may carry out the following "Optional Functions"  within its territorial jurisdiction:-

- Provision and maintenance of public toilets.

- Taking measures towards promotion of public health and education.

- Execution of water supply schemes and to grant licences for private source

of water supply.

- Preparing drainage schemes including control, regulation and inspection thereof.

- Provision of places for bathing, washing and drying of clothes including dhobi ghats.

- Framing and enforcing of milk supply schemes.

- Establishment of public markets, veterinary hospital.

- Seizure and detention of stray animals.

- Arranging cattle shows, zoos and disposal of carcasses of slaughtered animals.

- Fire and flood fighting and control trade of dangerous and offensive articles.

- Provision of burial and Cremation places.

- Plantation of trees, Parks, Garden & nurseries

- Organizing museums, exhibitions, art galleries, Fairs, Shows, establish libraries and welfare homes.

- Prepare Development Plans and sponsor Community Development Projects

- Development of public housing schemes and undertake construction and maintenance of religious places.
